A consultation process on mobile number portability, a service that will allow users to switch telecom operators without changing mobile numbers, has been initiated by Telecom Regulatory Authority of India, TRAI. While initiating the consultation process, the telecom regulator observed that in most service areas in India, subscribers have choice of operators, however, the subscriber's inability to retain the telephone number when changing an operator is an obstacle to competition. "Mobile Number Portability, MNP will benefit subscribers and increase the level of competition, rewarding operators with the best customer service, coverage and service quality," said TRAI. The telecom regulator has sought views from the stake holders and service providers on the issues raised in the MNP by August 30, which would be followed by open house discussions of the authority. The service providers, however, are not prepared immediately to implement the MNP. "While India can learn from the experiences of international implementations of number portability, some specific issues in the Indian context such as ensuring tariff transparency and amending the national numbering plan would need consideration," TRAI said. Although it involves little cost but the concept would force the service providers to offer best service quality to avoid churn of subscribers. MNP could involve one-time cost to be paid by the subscriber but the quantum and mode of payment need to be debated before it gets implemented. The consultation paper has pointed out certain technical, operational and economic issues and international experiences. |
